To resolve this issue I got help from Kris Rice and Niels de Bruijn. The issue is caused by Apple and the Java applet plugin.
Here’s how I got SQL Developer working:

With java 8, most recent update, and the current version of SQLDeveloper (20.2.0.175.1842-macosx) it works. You will have to set 'Allow apps downloaded from: App Store and identified developer' in the general tab of 'Security & Privacy'. PHP 7.4 will work deceivingly well with MacOS Big Sur Apache, but there are small issues that will creep up over time.I hadn't used Homebrew much in the past. Download iPL/SQL Developer for free. IPL/SQL Developer is a reference PL/SQL Developer version of the WEB, according to the pattern all PL/SQL Developer format, can be achieved without the client's database development using JAVA to develop. SQL Developer runs this which checks for java 9 then 8. We don't yet support (lack of a ton of testing) java 10. I have the same problem with MacOS Big Sur, Java.

The one that caused the problem is the 'Oracle Corporation' - 'Java' /Library/Internet Plug-Ins/JavaAppletPlugin.plugin/Contents/Home
and you’ll need to remove it.

Big Sur Macos Review
If you run SQL Developer now it should work. I’m not sure about the side effects of removing this Java applet plugin. If I find it to be critical to other things I’ll be sure to update this post.
